--- # Valley Village NC Planning and Land Use Committee Meeting Friday, Jun 03 **Early Notification System (ENS)** The [Board of Neighborhood Commissioners (BONC) Agenda Posting Policy](https://empowerla.org/wp-content/uploads/2012/03/NC-AGENDA-POSTING-REQUIREMENTS_2014-01.1_revised-08-18-14.pdf) requires all Neighborhood Councils (NCs) to submit agendas for all board and committee meetings to the Department of Neighborhood Empowerment for posting to the City’s [Early Notification System](https://drive.google.com/file/d/1AL-8AlPO4oZ3i4eNRbQGp2XK940EMAch/view?usp=sharing) (ENS). The BONC Agenda Posting Policy also requires Neighborhood Councils to: 1. Physically post at least one Brown Act compliant agenda for all Board and Committee meetings. This means that an NC must post to at least 1 physical location not less than 72 hours in advance of a regular meeting and not less than 24 hours in advance of a special meeting; 2. Post on the Neighborhood Council’s website not less than 72 hours in advance of a Regular meeting and not less than 24 hours in advance of a Special meeting. If a Neighborhood Council does not have a website, it must post at 5 to 7 physical locations, one of which must be posted not less than 72 hours in advance of a Regular meeting and not less than 24 hours in advance of a Special meeting; and 3. Submit an electronic copy via email to the Department at , not less than 72 hours in advance of a Regular meeting and not less than 24 hours in advance of a Special meeting. The Department will then submit the agenda for posting to the ENS system when reasonably feasible. NOTE: The BONC requirements to submit agendas to the Department for the City’s ENS, and to post to the NC’s independent website are not Brown Act requirements. The Neighborhood Council may also email a copy of the agenda (or an announcement of the meeting with a link to the agenda) to their stakeholders at the time the meeting information is sent to its board or committee members. Please note that possible delays in postings to ENS may be due to staffing issues or backlog in the NC Support inbox.
