# What California's 2026 ADU Law Changes Mean for LA Homeowners

ACCESSORY DWELLING UNIT - If you looked into building an accessory dwelling unit a couple of years ago and put the idea on hold, it's worth another look. California's ADU framework has changed substantially since then, and 2025 alone brought four new bills into law, three of which took effect January 1, 2026, that meaningfully affect how the process works for Los Angeles homeowners today.
### The Big Picture: A More Permissive Environment Than Before
Los Angeles ADU ordinances now permit ADUs on most residentially zoned lots regardless of size, and the framework extends to multifamily properties, opening the door to multiple ADUs on a single lot in some cases. Most new ADUs in LA in 2026 are permitted under state ADU regulations rather than local zoning code specifically, since the state pathway generally allows greater flexibility and fewer restrictions on height, setbacks, and parking.
### What Changed With the 2025-2026 Bills Specifically
AB 1154 limits when local jurisdictions can apply owner-occupancy conditions to Junior ADUs, reducing a restriction that previously discouraged some homeowners from pursuing this smaller, more affordable ADU option.
SB 9 requires local laws to be consistent with state ADU laws, closing a gap where some municipalities had adopted local ordinances that conflicted with or added restrictions beyond what state law permits.
SB 543 builds on prior application-processing protections, adding safeguards that mirror the state's Permit Streamlining Act specifically for ADU and JADU applications, which is aimed at preventing jurisdictions from dragging out review timelines indefinitely.
AB 462, which took immediate effect in late 2025, streamlines coastal development permit approvals for ADUs in the coastal zone and, notably, requires local agencies to issue a certificate of occupancy for an ADU even if the primary dwelling hasn't yet been reconstructed, in cases where that primary home was substantially damaged in a declared state emergency after February 1, 2025.
### What This Means in Practical Terms
Parking requirements have largely disappeared. The parking exemption that's become standard under recent ADU law applies to most of Los Angeles, removing what used to be one of the more common obstacles to fitting an ADU on a smaller lot.
Owner-occupancy requirements have been permanently removed for standard ADUs, meaning you don't need to live on the property yourself to build and rent out an ADU, a restriction that used to limit options for some property owners.
Permit timelines are genuinely faster than they used to be. The Los Angeles Department of Building and Safety, which oversees all ADU permitting within the city, now processes many applications in 21 to 60 days, particularly for pre-approved standard plans that reduce review time considerably compared to fully custom designs.
### What Hasn't Changed: Real Cost Considerations
Despite the more permissive regulatory environment, ADU construction costs remain a genuine factor in the decision.
Garage conversions typically run $100,000 to $120,000, while new detached construction runs considerably higher, often $180,000 to $400,000 depending on size, finishes, and site conditions.
Pre-fabricated ADUs have gained attention as a potentially lower-cost alternative, though it's worth evaluating the total cost, including site prep, utility connections, and foundation work, rather than just the unit's advertised price, since those additional costs are often where pre-fab estimates fall short of the final total.

Given how many bills have passed in just the last year, and how technical some of the clarifying language in them is, a builder or designer who's actively tracking these changes is genuinely more valuable right now than they would have been a few years ago when the rules were more stable. An outdated understanding of parking requirements, owner-occupancy rules, or permit timelines can lead to a design that either doesn't take advantage of current flexibility or, worse, doesn't comply with a rule that's since changed.
